enclosing the draft of a telegram to Admiral Harcourt about the continuance of military administration in Hong Kong after the 1st April. As I told you by telephone on Saturday last, we had no comments on the draft and I see that the telegram has in fact now been issued.

In this connection the Chiefs of Staff may like to

see the enclosed copy of a minute which I sent to Mr. Rowan, the Prime Minister's Private Secretary, on the 14th March. In view of Mr. Attlee's decision, which fixes the date of resumption of Civil Government at the 1st lay next, we shall be proceeding quite soon with the issue of the public announce- ment mentioned in the penultimate paragraph of my minute to Mr. Rowan. A copy of the draft of that announcement has been Bent to the War Office for comment.
