This will be appointed Chairman of the Jommittee, appointment will not carry the title of fortress Commander. As Hong Kong will not be organised for defence against an attack by a major power, it is comsidered that sich small seale operations as might develop can be adequately directed by the three Commanders acting jointly.

6. Local disagreeuchte between the services will be referred to the Gowenders-in-Chief onneerned. Conflicts between service and sivil requirementa, which cannot be resolved lesally, will be a matter for consultation between the Jansanders-in-hief and the GOVEPROF. If these authorities are unable to reach agreement, the quintim will be referred to London.
These arrangements will be subject to review, if necessary, when the situation in long long has returned to normal or when peacetime organisation of the higher Jommand in the 'ar saet has been decided.
