RESUMPTION ON GIVIL ADMINISTRTION

THE COMMITTEE considered a Noto by the Secretary stating that the Colonial office had concurred in the arrangements agreed upon by the Chiefs of Staff in a report by the Joint Planning Stuff, with regard to the command of the three Services in Hong Kong after the resumption of civil administration. The Admiralty, War Office and hir Ministry had consequently, in anticipation of instructions, buen invited to prepare an issu the necessary instructions to their respective Servico Comanders in Hong Kong.
REAR ADMIRAL LIME und FJOR GENERAL SUGDEN confirmed that instructions had already been issued by the Admiralty and War Office
REAR ADMIRAL LITBE Caid that the First Sea Lord was cnxious to know whether the Committee still felt that it was necessary for the Chairman of the inter-Service Committee to act as the agent of the Committee in dealing with the Governor on matters of an inter-Scrvico nature. While the First Sea Lord was quite content for the Army representative to be the Chairman of the Committec, he thought that the normal practice, for Inter-Service Jommittees should be followed, viz. that all three members should be in a position to deal with the governor on matters concerning their respective Servicus.
ILJ02 GEFTIRIL SUODEN suid he thought this arrangement had been agreed to at the request of the Colonial Office. In any caso each of the local commanders did, hovover, have equal right of access to the Governor on matters peculiar to their own Services.
It was intended that the Chairman should only donl with the Governor on inter- Service matters on which there was general agreement.
He suggestol that is the airalty felt strongly on this point, it should be raised with the Chior's of Stuff after consultation with the Colonial officu.

(a) Took note of the Mite by the Secretary with
regard to the command of the Services in Hong Kong on the resumption of civil administration;
(b) Took note that the drir lty might raiso
with the Chiufo or staff the question
of the relationship of the Chairman of the Inter-Servico Comittoe to the Governor of Hong Kong if they considered this nocensory after discussion with the Colonial office.

The Secretary Chiefs of Staff Committee has informed me that the Colonial Office have approved the paper (J (46) 34(Final) on the Command of Services in HONG KONG after the resumption of civil Government, and that you wish to be sent a copy of the instructions sent out to the Service Commanders there.
I accordingly attach a copy of the instructions that I am having despatched to G.0.C. Land Forces HONG KONG.
