12. The Governor-General will have power to give to any Governor or British Representative such directions as may
be ncccsarry either in the discharge of his responsibility
for co-ordinating the policies of the Governors and British
Representatives in his sphere, or in order to give offact
to the policy of His Majesty's Government in any matter.
He will not, however, exercise direct administrativc
functions in any of the territorios and will invariably
address his direction or advice to the Governor or British
Representativo himself.
13. In the aphore of defenco, which includes organisation
on the civil side and combined plonning with the Services,
and which must necessarily bo considered on a much widor
territorial and stratogic basis then falls within the duty
of any Governor, the Governor-Gonoral will have a special
rosponsibility. It is the intention to set up a Dufcncu
Committc. in Singapore consisting of the Governor-General,
as Chairman, the Special Commissioner South East Asia and
the Service High Com..and. On that Committoo the Governor-
Guneral will represent the civil and politic:1 interests
of all the territories coming within his sphor of authority.
The Governor-General will also be kept informed about the civil
and political interests of Hong Kong and thus be enabled to
represent those interests, on matters coming within the
purview of this Cormittuc.
14.
A number of other standing Committous will also be
cstablished to co-ordinato civil and servico affairs. The
Governor-General will docido to what extent his staff shall
servo on those Committees.
15.
The Governor-General will have povers at any time to
convono and preside over conferences of British Governors
and Representatives in his sphore of nuthority for any
