Note by the Secretary
It will be recalled that the Chiefs of Staff, in considering the report by the Joint Planning Staff commenting on the appreciation by the Commander-in-Chief; Hong Kong, of the defence requirements of Hong Kong during the next five years, decided that:-
(a) n mendment to the effect that it was
unnecessary to lock up in Hong Kong local naval defence forces on the scale proposed, As the fleet based on Hong Kong should
fford aufficient loc:.1 protection, should be added before the paper was despatched to the Cm.nder-in-Chief, Hong Kong.
(b) The following mendments might also be made:-
(1) After paragraph 4 of the paper and under
the hoeding "Policy for Dofence of Hong Kong a further paragraph roading -
"15. The disposition of forces for
Garrison duties in S.E. Asin must be governed by the tot::l forces available for the overall arer. In view of the sm.ll size of the forces available in S.. Asin, it is essential to keep pornnent garrisons in outlying stations such 18 Hong Kong to the minimum relying on reinforcements from elsewhero within the thontre when nece Bnry."
