The formation of volunteer forces of the three Services will depend primarily upon the long term policy adopted with regard to the use of white man-power in the Colonies in the event of war. 1.8 rogarās Hong Kong this decision may be affected by the question of who ther volunteer forces are required for the manning of local defoncos. We therefore suggest that this question should be examined by the throc Service Ministries in conjunction with the Colonial office in the light of the D.B.C. Report.
Long Term Defence Requirements for Hong Kong

Regarding our long term policy, we should be prepared to instal at short notice the necessary scale of defences
Plans against air and/or naval attack from a distance. and preparations necessary for the provision at short notice of a mobile scale of defences, including anti- submarine, anti-aircraft and fighter defoncos, should be made beforehand. The length of this notice will dopend on the general international situation, and also in particular on the likelihood or otherwise of Hong Kong being required as an oporational naval and air base. useful forecast* of this notice can at presont bo given.

Accommodation and Base Installations
19.
The forces we have recommended as necessary for Hong Kong differ considerably from those on which C.-in-0. Hong Kong has based his accommodation requirements. In addition, the requirements may be affected by the recommendations of the Defence of Bases Committee.
It will therefore be necessary for C.-in-C. Hong Kong to review his requirements to cater for:-
(a) Forces recommended in this paper;
(b) Defences recommended by the Defence of Bases
Committee;
(c) Special requirements of the Service Ministries
including scale of reserve and maintenance holdings.
When the new plan is received we recommend that it should be examined by the Principal Administrative Officers Committee.
