HONG KONG DEFENCE TLAN
Revised Report by the Joint Planning Staff
As instructed, we have reviewed our roport*on an appreciation by the Commander-in-Chief, Hong Kong, of the defence requirements of Hong Kong and the How Territories during the next five years in the light of the Chiefs of Staff discussion and the decisions/or the Defence Committec. The War Office have examined and propared a roply to a further telegram from Comandor-in-Chief, Hong Kong, regarding the strength of the garrison.

Commander-in-Chief, Hong Kong'a appreciation is based
on the following factors:-
(a)
major war between the powers is unlikely for the next five years; in any case he considers that Hong Kong is indefensible against a major povor in possession of the mainland of Chinn. No provision is, thorefore, made for defence against a major attack.
(b The declared policy of the (hinese Central
Government is to recovor the colony by diplomatic means, and in their efforts thoy. my receive diplomatic support from the United States and the U.S.S.R.
(c) The most likely thront to the security of Hong
Kong is from infiltration of large numbers of agents into the Chinese population to organise civil unrest and boycott, also to carry out attacks on the European population. This throat is not a likely danger unless civil war breaks out in the vicinity of Hong Kong.
