The Governor of Hong Kong was present at a meeting of the British Defence Committee in South East on 30th August. The defence of Hong Kong was considered, and I have been asked to represent to you the views of Committee on this subject.

The Committee agreed that the assumptions on which the appreciation entitled "The Hong Kong Defence Plan", forwarded to you under refurenas 58/2 by C in C Hong Kong on 24th December 1945 was based, still hold good.

(B) It was considered that an attacking army led by a war lord, or a guerilla army marching on the colony, whether or not inspired by either the Chinese Central Government, the Chinese Communists or the Russians, was likely to be adequately equipped. This opinion conflicts with that expressed in paragraph 3(C) of J.P.46)10 (revised final).
