(B) That, in view of what they considorod a very real possibility of attack by a war Lord or a Guerilla Army if the permanent garrison was insufficient to act as a deterrent the permanent garrison should consist of a minimum of one British Brigade and one Field Artillery Regiment with a reinforcement of one Brigade and one Field Artillery Regimont available within the area of South East Asia and capable of being rapidly transported to the colony in case of need.
