Mr. Kitson said that nevertheless the Foreign Office felt strongly that we should be quite categoric about this factor, and I felt that we ought to accept their view.

Paragraph 6(n) Substitute the word "public" for the word Press".

Paragraph 6(p) After the first sentence insert the following additional sentence:- "Any such approach could be linked with the 1943 discussions.

Paragraph 10 Substitute "question" for the last word. The Chinese apparently have referred to this as the Hong Kong question and not the Hong Kong problem.

Paragraph 11 For the words "future status of Hong Kong" substitute "the Hong Kong question". This amendment arises out of a suggestion which I made in my letter to Mr. Kitson.

Paragraph 12(d) Re-word so as to read "the danger of the Chinese Government, in ignorance of our attitude, committing itself publicly in the near future to demands for the return of Hong Kong."

As soon as Mr. Kitson has settled the first point referred to in this minute with Mr. Dening, he will arrange for the paper in its final form (which will include a map as an additional annexure) to be sent to the Secretary of the Far East (Official) Committee for circulation, with a view to a meeting on or about the 11th December. the occasion to remind Mr. Kitson of the points mentioned in paragraph 6 of my letter to him of the 21st November (No.65) regarding the representation at the meeting of the Treasury, Board of Trade
