I agree generally with the further revisions which you propose to the present draft of the memorandum and that, when so revised and agreed with Mr. Kitson, it should be sent to the Secretary of the Far East (Official) Committee for consideration by that body early next month. This is, of course, subject to the satisfactory clearing up of the points taken in paragraphs 3 and 4 of No.62.

As I have told you, I should wish at the same time to send a copy of the latest revise of the memorandum to Bir Mark Young in fulfilment of the promise which I made in the last paragraph of No.44. I have dictated the draft of such a letter to Sir Mark Young and should like you to look at this when it is ready tomorrow.

Meanwhile you will have put in hand the bringing up to date of one copy of the memorandum for enclosure in my letter to Sir Mark Young which should go by Friday's air

mail.

Mr. Kitson of the Foreign Office came over to see me this morning to discuss the second revise of the paper at No.63.

His first point was that he preferred to see the three questions dealt with in the order in our original paper. The order was changed as the result of Mr. Caine's suggestion, and I still prefer the revised order. I put to Mr. Kitson the arguments in favour of retaining that order, and I left it with him that he would speak to Mr. Dening and that if the latter felt strongly that we should revert to the original order, we should not wish to raise any objection.

I agreed to the following amendments:-

Paragraph 6(b) Revert to the original version of this sub-paragraph which appears as paragraph 7(b) of the first revise of the paper at No.54. I explained to Mr. Kitson that the amendment had been made in this sub- paragraph at Mr. Caine's suggestion and was
