6. Deep Bay would undoubtedly be the better site if the extra cost in time and money can be accepted. Un the other hand Ping Shan is suitable for modern four engine bombers and would undoubtedly be used by Civil aircraft or similar loading in favourable weather which generally obtains.

Stopping work on Fing Shan and transferring to Deep Buy though most unfortunate politically is not an overriding factor. The resulting misrepresentations would have to be accepted.
8. Until ordered to the contrary intend to proceed with Ping Shan development at slightly reduced speed. If we have to stop work consider it will be necessary to repatriate mun of 5358 Wing who ar 11 mon required at home for building houses etc etera and whose morale has been maintained largely by explaining the importance of getting Ping Shun airfield constructed as quickly as possible.
