Air Ministry Mission which has been sent here to examine further the feasibility of development of Ping Shan site to full international standard and to examine alternatives have now completed investigations. After discussions with Mission following conclusions reached.
2. Ping Shan southern approach considered by Civil Aviation and BOAC so much below standard as to make site unsuitable for all weather services by heavy aircraft. R.A.F. consider it operable though not ideal for southern approach.

Mission suggest alternative site called Deep Bay, two miles north west of Ping Shan village, reference 20,000 map sheet 10, strip centre line passes through Shu Kong Temple on line bearing 75 degrees west south west. End of 2200 yard runway is 200 yards west south west of Temple. Further extension to 3200 yards to westsouthwest by fill in sea. Large hill to level will provide fill. Map shows clearly difference in approaches.
4. At Deep Bay 900 villagers would be displaced for short runway but no more even for full 3200 yard strip. At Ping Shan 480 displaced in first state rising to 1800 for full scheme.

Ping Shan estimated cost 1900000 pound sterling for 2200 by 50 yards completing early summer 1947 or 2,900,000 pound sterling by 3200 by 100 early 1948. Deep Bay runway 2200 by 100 two and three quarter million completing September 1948 or 3200 by 100 three and three quarter million December 1948. Above figures include temporary buildings and installation.
