18th May timed 182300 expenditure of 1,000 wate approved for the reconstruction of the Marine Terminal Building at Kai Tak aerodrome. Electric power is necessary for radio and other purposes but the underground cable was removed during the occupation and the Electricity Company is not prepared to replace it unless Government moeta the cost which is estimated at $34,500. When the original estimate was submitted it was not realised that the Company would not be prepared to provide the connection.

The question of using duplicate diesel generators instead of the Mains Supply has been investigated but my advisers strongly recommend supply from the Mains on the ground of greater steadiness and reliability. It has not been possible to obtain from the Military Authorities any information regarding the selling price of these generators but the operating costs are estimated at $3,500 a month while current supplied from the Hains would only cost some $300 a month. It would also be necessary to erect a building in which to house the generators so on the whole it is clearly preferable to connect up with the Mains Supply.
3. The Electricity Company is under no legal obligation to provide a connection at their expense where this is abnormally expensive and I therefore request that the necessary additional expenditure amounting to $34,500 may be authorised. It would be convenient if your decision could be elographed to me as early as possible as I am anxious to avoid any interruption in the work which is now proceeding on the reconditioning of the building. The cable would of course remain the property of the Government and if at some later date further development were to take place in this area the Company would no doubt be prepared to take over the cable at a valuation.
