One complication which springs to mind is that such passengers would need to have Chinese visas and would have to go through two sets of formalities, thus wasting a fair amount of time. A further argument is that the political situation in China has been troubled for many years; that there does not appear to be any likelihood of a successful solution of the Chinese problem within a reasonable time; and that it is quite possible that conditions in China might be such at any given moment that it were not possible for a civil aircraft to land at White Cloud. It is not to be expected that similar conditions would ever apply in the New Territories. A further point is that as the M.C.A. know, busines8 interests both in London and Hong Kong are extremely anxious that air communication should be direct to Hong Kong from this country, in view of the safety and security of these communications if they are to avoid Chinese territory. The M.C.A's view as expressed at (97) is a purely operational one and I think an approach on the lines I have indicated would have small chance of success, although I am far from confident that it would in fact alter the M.C.A's point of view.
