Our tenure of the Leased Territories will be coming up shortly as part of the general political question. I think we must proceed with the consideration of the airfield project on the assumption that satisfactory arrangements will be made with the Chinese regarding installations in the Leased Territories.

It seems to me that the Governor has put up a good case for a reconsideration of the decision that a new airfield is not required for defence purposes. I think that we should support the Governor and, in view of the importance of the matter, I suggest that it should be raised with the Air Ministry at a high level with the suggestion that the arguments put forward by the Governor constitute a strong case for a reconsideration of the previous decision of the Chiefs of Staff and that this might be carried out in conjunction with the review of general defence requirements of Hong Kong which is now being undertaken.

I would suggest, at the same time, that we should telegraph to the Governor, suggesting that he might send a copy of his despatch to the British
