(b) For a certificate for less than 12 months, one-twelfth of the full fee will be charged for each month of the period of the certificate but no fee is to be less than three-twelfths of the full fee or $30 whichever is the greater.

(c) For a new ship or a ship coming under survey for a passenger certificate for the first time the full 12 months fee will be charged even though a certificate for 12 months may not be required,

(d) When the duration of the certificate is limited by the Surveyor's declara- tion, owing to special reasons rendering one or more further surveys necessary within the ensuing 12 months, the total of the fees paid for the certificates covering a period of 12 consecutive months is not to exceed the fall fee for a 12 months certificate.

(e) If any machinery is fitted on hoard a ship while the passenger certificate is in force the fee for surveying such machinery is $20.

(1) If the passenger accommodation is altered while a passenger certificate is in force the fee for surveying and measuring such alterations is $20 provided, however, that if the number of passengers is increased by more than 200 this fee is to be increased by $15 for every additional 200, or part of 200, passengers.

(g) For the examination of the midship section and other structural plans of a new passenger ship, including a full investigation into the water-tight subdivision arrangements, the fee is to be one-fourth of that prescribed in the above seale subject however to a maximum of $400. If the ship is surveyed during con- struction this fee will be considered as part of the fee for a 12 months passenger certificate.

() When a ship is surveyed during construction as for passenger certificate, and the survey is to he completed except in regard to certain specific details such as life-saving appliances, passenger accommodation, etc., the fee will be the sum of the fees chargeable for the parts and details actually surveyed with the addition thereto of $15 for the issue of a certificate of survey or certifying letter.

(i) The fee for a passenger certificate is independent of the number of visits that a Surveyor may require to make before granting his declaration, and covers the complete survey of the hull, including the inspection of the bottom, etc., in dry dock; the survey of the boilers and propelling machinery on hoard the ship; the inspection of the equipments of the ship, including the lights and sound signals and life-saving appliances. In the case of a classed ship, the full fee for a 12 months passenger certificate also covers the survey for a certificate of approval of the loadline if such survey is made at the same time.

(j) The fee for a passenger certificate does not cover any service under the Chinese Passenger Act, 1885, or the Asiatic Emigration Ordinance, 1915; the measurement for tonnage; the certificate of approval of the loadline of an unclass- ed ship, or the inspection of Crew Spaces.

(*) In the case of a passenger ship, the fee for change of name includes the issue of fresh declarations and passenger certificates showing the new name and any alterations in the ownership and Port of Registry.

(1) The fee for a passenger certificate is apportioned as follows:-
