by the Martial. The Keys of those Wards are invariably in the possession of the Turnkeys. I am glad to state that with a few exceptions the conduct of the Officers of the Gaol has been good, taking into consideration their arduous & lengthened duties averaging about 14½ hours per diem.
I State that there is ample accommodation in the Gaol for 1000 Prisoners in Winter; and about 800 in Summer. The accommodation will be much extended when the four Gates to the Cells (now in course of erection) are completed.
The Work and Excise Yards are spacious and when the new Verandah Sheds now in course of construction are finished, they will afford the prisoners better protection from the heat and rain.
The Debtor Wards are not within the Criminal Gaol but are situate over the prison office and are in fact very comfortable and airy. No complaints have been made on these grounds.
The allowance of food for the prisoners is regulated by the Governor in Council on the advice of the Colonial Surgeon. Prison Ration is given. The keys are unlocked and committed. A.M. daily in the Cook house daily to superintend the cooking and attending to the such details of distribution. Each prisoner has his allowance of food separate. Tenders for the supply of provisions & other Articles for the Gaol are invited by advertisement in the local Newspapers and after due notice, they are opened by the Colonial Secretary.
The daily routine of the Gaol may be considered to commence at 6 o'clock A.M. (throughout the year) when the Turnkeys are unlocked after which the prisoners are let into their different yards. One hour and a half is usually allowed for washing, breakfast meal and preparing the working parties for active work at 7 A.M.
The Prisoners commence their work at that hour (those inside) until 12 Noon when they receive their dinner and are allowed to walk in the exercise yard until 1 P.M. when they recommence work and continue until this hour after which they are served. Locked up at 6 P.M. for the night. The working parties outside the Gaol take their dinner on the works, and return at 5 when they receive their exercise.
During the night the officers of the establishment are divided into watches performing 2½ hour night duty in the Gaol.
It has been a happy state to state that the general conduct of the prisoners has been good. No difficulty has been experienced in maintaining the usual discipline. No difficulty has been made upon any officer in the trivial; the prisoner (any indifferent character) received punishment for ...
Two Convicts made their escape from the Gaol on 19th of September by entering in Saint John's Tower and breaching a hole in the Godown Wall, through which they effected their escape. This wall was merely constructed of Chinese bricks. This is now being remedied by the removal of the same and the construction of a substantial stone wall which will not only give more room in the misdemeanants Yard but will also tend to render the Gaol more secure for all time.
The habit of malingering has, I am glad to say, very much decreased during the past year & owing to the decrease of the crimes of robbery from the person it has not been deemed necessary to inflict Corporal Punishment in Public for the last 6 months.
No Insane prisoner was in Gaol on the 31st of December 1887, but several cases have been admitted during the past year, and received medical treatment until fit to be handed over to their friends. Most of this class has been sent into Gaol by the Police Magistrate for medical examination with a view to their being forwarded to their native country. Insane prisoners are invariably really separated from each other and apart from Sane prisoners.
