1. & 2. Common Gaol, House of Correction and the general receiving and Convict Prison for the British Consular Port of China and Japan. Under the direction of a Superintendent, subject to the control of the Governor but also to the Magistrates, and visited weekly by Justices of the Peace. Regulations at the prison house, noting the discipline of the prison in a journal which is inspected monthly by the Colonial Secretary.
3. The Superintendent (appointed by Secretary of State), Clerk, Warders, the Interpreter of Chinese, one Matron, one Messenger, Fifteen European Turnkeys and thirty Indian Peons appointed by the Governor of the Colony. All officers reside in the prison. Female prisoners attended by female officers exclusively.
4. Classes of Wards, viz.:— European 12, Indian 12, Prisoners on Remand, Felons, Chinese. 10 Airing or exercise Yards; the accommodation has been considerably increased & further extended.
5. There are 166 sleeping cells, of which none are below ground. 12 separate cells; no dark cells.
6. Prisoners receive weekly: Europeans — Bread 1 lb, Rice, Fish, Salt, etc.; Chinese — similar scale; Indians — similar scale. The weekly cost for food for each European prisoner is 95 cents and for Chinese 44 cents. A contract entered into for the supply of provisions for the year. Medicines are supplied by the Civil Hospital and the other supplies purchased in the colony and partly from England.
7. European prisoners clothed in European style: each European has a bed, blankets, mattress, pillow. Chinese and Indians: a mat and blanket only. All supplied under Colonial Surgeon's Order. Cost for clothing and bedding: European about $6 per annum, Chinese about $3.58 per annum.
8. The hours of labour are the same all the year round, viz., from 6 A.M. to 12 noon, and from 1 P.M. to 4 P.M. All prisoners, except those in solitary confinement, take two hours exercise daily.
9. Stone breaking, mat making, carpet beating, washing Clothing & Bedding inside of the Gaol, cleaning, repairing the Roads of the Colony, and assisting in working the Mint under the direction of the Superintendent & Master of the Mint.
10. The amount of earnings paid into the Colonial Treasury was £2,000 (approx.). If the daily average number of Chinese prisoners at 10 cents for repairing roads, etc., for 365 days, and the labour of Europeans at 20 cents, the amount would be about £1,636 9s 2d, which would be a proportion of about 1/4 to the gross annual expenditure of the prison including alterations and repairs to buildings which have been considerable during the past year.
11. The classification directed by the Colonial Act has been observed. The classification has been carried into effect.
12. Prisoners may receive visits or letters from their friends under the following restrictions: Convicts once in two months; Prisoners on Remand according to Gaol Regulations; Debtors till the hour of 4 P.M. daily (Sundays excepted). The day before the expiration of their sentences, the friends of prisoners are allowed to bring in clothing. Debtors and prisoners on Remand are allowed to receive food and clothing from their friends.
