The Matron speaks Chinese and performs her duties well; there are 4 Chinese females under sentence of penal servitude aged 4, 6, and one 10 years respectively. No male officer enters the Female Ward except in company with the Matron.

The cells are 8 by 32 feet long, 10 feet broad and 12 feet high, giving [cubic feet] in each cell; they are whitewashed twice a year and washed once in summer once a week; they contain one of three prisoners in winter or five according to the numbers in Gaol. Prisoners convicted of felony and undergoing penal servitude sleep in separate cells.

After the 12 February 1884, all food for prisoners will be prepared in one cookhouse, under the supervision of European officers, separating the European cooks from Chinese. All prisoners will have their allowance of food weighed to them; and Europeans will be locked up during their meals. Chinese separated in yards, according to classification, and under the observation of a European officer.
No. 7.
European prisoners in winter are allowed a flannel shirt, drawers, socks, shoes, straw hat and a parti-coloured dark jacket and trousers; in summer they wear a cotton jacket and trousers. Chinese prisoners are supplied with flannel suit, drawers, and a parti-coloured cotton jacket and trousers. They have also a bamboo hat and sandals, with distinctive badges showing the length and nature of sentence as well as time performed and conduct in Gaol. European prisoners are supplied with a cocoa fibre pillow and mattress weighing 10 lbs, 2 blankets in winter, and 1 in summer; they sleep on cots. Chinese prisoners are allowed a cocoa fibre mat, 2 blankets in winter, and 1 in summer.

At present prisoners sentenced to hard labour perform 8 hours work a day, but after the 14 February 1884 they will work 3 hours with exercise in the morning and evening.
No. 16.
A new Prison Hospital will be opened during the month, having a dispensary, store room, baths, water closets, and a yard for convalescent prisoners.
