After the 10 February 1864, all food for Prisoners will be prepared in one Cook house, under the supervision of a European Officer; a divisional wall separating the European Cooks from Chinese. All prisoners will have their allowance of food weighed to them; and Europeans will be locked up during their Meals. Chinese separated in yards according to classification, and under the observation of European officer.

European prisoners in Winter are allowed a flannel shirt, drawers, socks, shoes, straw hat and a party coloured serge Jacket, and Trousers; in summer they wear a cotton Jacket and Trousers. Chinese prisoners are supplied with flannel suit, drawers, and a party coloured Cotton Jacket and Trousers; they have also a Bamboo hat, and sandals, with distinctive Badges showing the Length and nature of sentence as well as time performed and Conduct in Gaol. European prisoners are supplied with a Cocoa fibre Pillow and Mattress weighing 10 to 2 Blankets in Winter, and 1 in summer; they sleep on iron Cots. Chinese prisoners sleep on Cocoa fibre mat, 1 blanket in Winter, and 1 in summer. Prisoners are allowed a Cocoa mat.
