Common Gaol, consisting of three detached Buildings and one brocken hut. At the S.E. and S.W. are the Favers occupied by a post of the gaol Staff: Surgeon's Quarters are on the north side, the Lock room of which building is used as a reception Cell for Cristo, and also as Gaol office. On the South, is the New Gaol, part of which is completed and occupied by the European Prisoners. The Gaol Governor's residence forms the centre of the Gaol.
Under the Governor of the Gaol, who sends Circulars weekly to two of the visiting magistrates, or Justices of the Peace in rotation.
The Gaol Governor, one Clerk, one Chinese Interpreter, one Warden, Eight European Turnkeys, One Matron, one Head Gaol Turnkey, nine Indian Turnkeys and one Sweeping or Office Messenger. All are appointed by His Excellency the Governor, and all reside in the Gaol premises; Female Prisoners are attended by the Matron exclusively.
The debtors have a Building to themselves, as have the Chinese. Indian Prisoners, European Felons and misdemeanants have separate yards and workshops, and they are confined separately at night, although in the same Building. Chinese Prisoners of all classes associate together by day in Theresa Carpenter's Shop and a Blacksmith shop. There is one Common yard for Chinese and Indian Prisoners. A New Gaol is nearly completed.
There are now 82 Cells, all occupied as sleeping apartments; There are no Solitary or dark Cells, and none below ground.
European Prisoners receive weekly 7 lbs. of Bread or Pork without Bone, 1 lb. of vegetables, 1 lb. Sugar, 1 lb. of Sea Salt and Soap, and a Ticket at a cost of $1.26 each. Chinese and Indian Prisoners receive weekly 12 1/4 lbs. of Rice, 1 lb. of Fish or in lieu thereof twice a week 2 1/4 lbs. of vegetables, 1 oz. of Sea Salt, and Soap, and Firewood at a cost of 19 cents each; food is contracted for yearly, medicine supplied from the Civil Hospital, clothing for Prisoners is made in Gaol, and the materials obtained by Contract, under authority of His Excellency the Governor.
All Felons, and Misdemeanants sentenced to more than 1 week's Hard Labour, are supplied with Prison Clothing. Europeans are furnished with Bedding, but Chinese are allowed only a Blanket and a mat. The daily average number of Prisoners during the year being 158; the Cost per head for Bedding & clothing amounts to $38. During Summer time the Hours of Labour are from 6 a.m. to 5 p.m., in Winter from 7 a.m. to 5 p.m. with intervals for meals. The Chinese and Indian Prisoners take walking exercise from noon to 1 p.m. daily. Prisoners in solitary confinement are allowed one hour's walking exercise morning and evening.
Boat making occasionally for simple imprisonment men; and those sentenced to Hard Labour, break stones and pick Oakum, inside the Gaol and repair roads outside the Gaol.
The net Proceeds of Gaol Labour amounting to $1,109.97 have been paid into the Colonial Treasury in 1862, and this sum bears a proportion to the whole cost of the Gaol as 1 is to 27% nearly.
The Classification has been partly carried out viz: as regards Debtors, European Felons, and Misdemeanants, and Females; Chinese or Indian, Males, Felons and Misdemeanants are associated together by day for want of Gaol accommodation. A New Gaol is nearly completed.
Convicted prisoners may receive from their friends a visit or letter once in three months or oftener on the production of a written order by a Magistrate, or at the discretion of the Gaol Governor. Clothing if necessary may be received by prisoners after it has been examined. Debtors or untried Prisoners only are allowed to receive food from their friends.
