The preparation of the plans and documents necessary for these services occupied no inconsiderable amount of time, and were principally executed by Captain Cowper, commanding Royal Engineer, who also prepared a plan for a Public Building for erection under Pedder's Hill, but the part of the Hill necessary for the Building will require several months to remove, and after extensive retaining wall, it is probable that the work cannot be commenced for upward of a year; two elevations of the proposed building were also executed, for the choice of this Council.

With regard to future Land sales I think it would be injudicious to offer more at present, or until a more decided advance has been made by the Tenants at West Point, Bowring, in the reclamation of the ground, for in the latter district, though the land was sold in August, but one party has commenced work, and though we might perhaps sell all we would offer without premium, a premium and Government must execute an inconsiderable amount of work in that locality, the want of those premiums which would otherwise be obtained will naturally cripple the resources from which such funds should be drawn.
