(iii) whether, to his knowledge, any drug was administered to the animal before slaughter which could affect the fitness of the carcass or the offal for human consump tion.
129. No person shall bring into or keep in any licensed premises any bovine animal, goat, pig or sheep for any purpose other than for slaughter for human consumption, except as provided in these regulations or in any other enactment.
12C. (1) Every licensed premises shall contaic- (e) a reception lairage, for the admission of
animals into the premises:
(b) a waiting lairage, for the confinement of
animals awaiting slaughter:
(c) an isolation lairage, for the confinement of animals in segregation from other animals
in the premises.
(2) In every licensed premises, the reception, waiting and isolation lairages shall be separated from each other and shall be constructed so that animals in any such lairage cannot while unsupervised-
(2) leave the lairage; or
(b) come into contact with animals which are
outside the lairage,
12D. Every animal which is brought into any licensed premiser shall be taken immediately into the reception lairage.
13. (1) An authorized officer shall inspect every animal which is brought into the reception lairage of any licensed premises.
(2) No person shall remove any animal from the reception lairage of any licensed premises before it has been inspected under paragraph (1).
13A. (1) An authorized officer who inspects any animal under paragraph (L) of regulation 13 shall, if in his opinion the animal is diseased or otherwise un- fit for slaughter for human consumption—
(a) notify the senior veterinary officer; and

(b) cause the animal to be detained in the isola-
tion lairage in the licensed premises.
(2) No person shall remove any animal from the isolation lairage of any licensed premises without the permission of the senior veterinary officer.
14. (1) An authorized officer shall inspect-
(a) the carcass; and
(6) the offal specified in the Third Schedule, of every animal which is slaughtered in any licensed premises or which is brought into any licensed prem- ises under paragraph (3) of regulation 12A, and shall detain such carcass or offal if in his opinion it is unfit for human consumption.
(2) The Director or an authorized officer may cause any carcass or offal which is detained under paragraph (1) to be destroyed or otherwise disposed of in such manner as he thinks fit.".
13. Regulation 15 of the principal regulations is amended by deleting "District Commissioner" and substituting the following-

14. Regulation 16 of the principal regulations is amended by deleting "District Commissioner" and substituting the following-
"Director".
15. Regulation 17 of the principal regulations is revoked and replaced by the following new regulation—

17. Every licensee shall at all reasonable times
of premises. permit-
(a) the Director;
(b) the Director of Agriculture and Fisheries; (c) the Director of Medical and Health Services; (d) the Director of Public Works;
(e) the District Commissioner, New Territories:
() the Commissioner of Police;
(y) the senior veterinary officer; and
(A) any public officer authorized in writing by the holder of any office specified in para-
graph (a), (b), (c), (d), (e) or (1),
