2A. (1) The Director may appoint any public officer in writing as an authorized officer for the purpose of such provisions of these regulations as the Director specifies.

(2) An authorized officer shall, in the exercise of his powers and the performance of his duties, comply with any directions given to him by the Director.".

4. Regulation 3 of the principal regulations is amended by deleting "District Commissioner" and substituting the following-

"Director".

5. Regulation 4 of the principal regulations is amended by deleting "District Commissioner" and substituting the following-

"Director".

6. Regulation 5 of the principal regulations is amended by deleting "District Commissioner" and substituting the following-

Regulation 6 of the principal regulations is amended by deleting "District Commissioner", in both places where it occurs, and substituting the following—

"Director".

Regulation 7 of the principal regulations is amended by deleting "District Commissioner", in both places where it occEIS, and substituting the following-

9. Regulation 8 of the principal regulations is revoked.

10. Regulation 9 of the principal regulations is amended by deleting "District Commissioner" and substituting the following-

"Government”.

11. Regulation 10 of the principal regulations is amended by deleting "District Commissioner', wherever it occurs, and sub- stituting the following-

12. Regulations 12. 13 and 14 of the principal regulations are revoked and replaced by the following new regulations—

""Slaughter- ing of animuly

for human consump tion.

Animals which may be brought into licensed premises.

12. (1) No person shall-

(a) slaughter any animal for human consump

tion; or

(b) dress any carcass,

except in licensed premises.

(2) Notwithstanding paragraph (1), the Director may, if in his opinion there is a special reason for doing so, give permission-

(a) for an animal to be slaughtered for human consumption in a place other than in licensed premises; or

(b) for a carcass to be dressed in a place other

than in licensed premises.

IZA. (1) No person shall bring into or keep in any licensed premises-

(2) any animal other than a bovine animal, goat,

pig or sheep; or

(b) any carcass,

except as provided in paragraphs (2) and (3).

(2) An authorized officer may permit a curcASS

to be brought into any licensed premises--

(a) for destruction in an incinerator; or (b) for disposal (for any purpose other than for human consumption) in a by-products plant (3) A person may bring the undressed carcass of

a bovine animal, goat, pig or sheep into any licensed premises for inspection under regulation 14 if-

(a) the carcass has been bled; and

(b) it is accompanied by a certificate from the senior veterinary officer or an authorized officer staling—

() the reason for the slaughter of the animal:

(i) whether, to his knowledge, the animal was by reason of disease or any other cause unfit for slaughter for human consumption at the time when it was slaughtered; and
