Amcadment of section 2.

2. The long title of the principal Ordinance is amended by deleting "by making more adequate provisions" and substituting the following-
" for providing for the licensing of certain dealings in liquors and for purposes connected therewith"",
3. Section 2 of the principal Ordinance is amended....... (a) in subsection (I)-
(1) by inserting after "assistant director" in the deñui- tion of "Director" the following-
"and an assistant commissioner of the Preventive Service":
(ii) by deleting "duty" in the second place where it occurs in the definition of "dutiable goods" and sub- stituting the following-
"full duty prescribed by law":
(iii) by inserting the following new definition after the definition of "export"-
*"former Ordinance" means the Dutiable Commodi- ties Ordinance 1931 and also means any pro- vision thereof which was continued in force under the repealed section 76 of this Ordin- ance;":
(iv) by inserting the following new definition after the definition of "gallon"

"gross tonnage" means gross tonnage determined in ?
accordance with the Merchant Shipping (Ton-
nage) Regulations:";
(v) by deleting the definition of "licence" and substitu- ting the following new definitions-
**"'licence" means a licence granted or issued under ·
this Ordinance or under the former Ordinance: "liquor licence" means a licence for the sale or supply of liquor at any premises specified therein for consumption on the premises;"; and (vi) by deleting the definition of "net register" and substituting the following-
*"act register" means register tonnage determined in accordance with the Merchant Shipping (Tonnage) Regulations;"; and

(b) by deleting subsection (3) and substituting the follow-
ing-

"(3) For the purposes of subsection (1), where-
(a) duty has been paid on goods by reference to the purpose for which the goods were intended to be used; and
(b) the goods are used, or are intended to be used, for some other purpose which attracts a higher rate of duty.
then, until duty is paid at that higher rate, the goods shall be deemed to be goods on which the full duty prescribed by law has not been paid.
(4) The Director may by order amend the First Schedule.".
4. Section 6 of the principal Ordinance is amended in subsection (1)
(a) by deleting "conditions to be attached to licences and permits” in paragraph (c) and substituting the follow- ing-
"the form of licences and permits and any conditions to be attached thereto"; and
(b) by inserting after paragraph (m) the following-
"(m) the issue of liquor licences and the establish- ment, functions and procedure of boards appointed for the purpose:
(mb) regulating the premises in respect of which a
liquor licence is granted:
(mc) regulating or prohibiting the sale and supply
of liquor to minors;
(md) regulating or prohibiting the employment and
presence of minors on licensed premises; (me) the conditions of employment of minors on
licensed premises;”.
5. Section 7 of the principal Ordinance is amended in subsection (1)
(a) by deleting "for like periods and grant and issue permits in the prescribed form" in paragraph (a) and substituting the following-
"or permits";
