a public light bus, a public car or a taxi, or for the carriage of passengers for hire or reward;
(D) of any offence specified in the Fifth Schedule:
(iii) of any indictable offence;
(8) the owner has been declared a bankrupt or bas committed an act of bankruptcy or, where the owner is a company registered under the Companies Ordinance, has gone into liquidation; or
(c) drivers of vehicles owned by the owner have been convicted of offences in connexion with the use of the vehicles as public omnibuses. public light buses, public cars or taxis in such manner as would indicate that the registered owner is not exercising or has not exercised adequate control over the drivers.
17C. The Commissioner may. by notice published in the Gazette, designate any person either-
(Q) by name; or
persons as eligible to
own public
light buses.

by reference to-
() the ownership by a person of any particular class or type of vehicle;
(ii) the experience of a person in the business of the transportation of passengers by road; and
(Hi) any other matters which the Commis- sioner may consider relevant.
as being cligible to be the owner of a public light bus.
17D. If any person is found guilty by a court of an offence under regulation 29, the Commissioner may-
(a) cancel the registration of; and
(b) refuse to re-register,
the motor vehicle in relation to which the offence was committed.
User of un- registered motor vehicle shall be guilty of an offenco.
Procedure to be followed by the Commis- signer upon
refusal to register or cancella- tion of
17E. Any person who drives or uses, or per- mits or suffers to be driven or used, any unregistered motor vehicle other than a motor vehicle which is- (a) being lawfully used in accordance with Part
III;
(b) being driven to a motor vehicle testing centre for the purpose of the examination. inspection, weighing and testing of the vehicle in accordance with any notice served or any direction given under regulation 18A;
or
(c) being driven in accordance with a permit issued by the Comunissioner under paragraph
(1) of regulation 5.
shall be guilty of an offence and shall be liable on conviction to a fine of one thousand dollars and ta imprisonment for six months.
17F. (1) In any case in which the Commis- sioner-
(a) refuses to register; or
(b) cancels the registration of,
a motor vehicle, the Commissioner, within seven days of such refusal or cancellation shall cause to be registration. served either personally or by post, upon the owner

of the motor vehicle, a notice which—
() describes the motor vehicle with sufficient particularity to enable it to be identified; and (U) specifies the general grounds for the refusal
or cancellation.
(2) Failure to comply with paragraph (1) shall
not affect the validity of
(a) any refusal by the Commissioner to register;
or
(b) the cancellation by the Commissioner of
the registration of,
any motor vehicle.".
Regulation 18 of the principal regulations is amended by inserting after paragraph (5) the following paragraph
*(6) The provisions of regulations 17 and 17A shall mutatis mutandis apply to an application for the transfer of the registration of a motor vehicle under this regulation.”+
