(b) a notice of transfer of ownership in such form as may be specified by the Commis- sioner which shall—
(i) specify the name and address of the new owner;
(ii) contain such particulars and informa- tion as may be required by the Commis- sioner,
(ii) be signed by the registered owner: and
(iv) be signed by the new owner, verifying the accuracy of the information and partic- ulars contained in the notice.
(2) Within seventy-two hours after the transfer of the ownership of a registered motor vehicle-
(a) the registered owner shall deliver to the Commissioner a duplicate of the duly com- pleted and signed form of notice of transfer of ownership referred to in sub-paragraph (b) of paragraph ());
(b) the new owner of the vehicle sball-
() deliver to the Commissioner the regis- tration book and the duly completed and signed form of notice of transfer of owner- ship referred to in sub-paragraph (5) of paragraph (1);
(ii) pay to the Commissioner a fee of ten dollars.
(3) Subject to regulations 17, 17A, 17B and 17D, the Commissioner-
(a) upon receipt of the registration book and the duly completed form of notice of trans- fer of ownership; and
(6) payment of the fee of len dollars, shall either
(i) enter in the register and in the registra- tion book the name and address of the new owner and make the necessary alterations in the register and in the registration book; or (ii) cancel the registration of the motor vehicle. re-register it, assign to it a new registration mark, and enter in the register and in the

new registration book the name and address of the new owner of the vehick,
and in either case shall return the registration book to the new registered owner or his authorized agent.
(4) If the registered owner of a motor vehicl fails to comply with paragraph (1) and the Commis- sioner is satisfied that the ownership of the motor vehicle has been transferred to the new owner, the Commissioner may on payment to him of the fee of ten dollars cause the motor vehicle to be registered in the name of the new owner.
(5) If in any case the new owner of a motor vehicle fails to comply within the prescribed time with sub-paragraph (b) of paragraph (2) and if-
(a) the Commissioner has received from the registered owner a duplicate form of notice of transfer of ownership delivered to him under sub-paragraph (2) of paragraph (2); (6) the registered owner pays the Commissioner
a fee of ten dollars; and
(c) the Commissioner is satisfied that the regis- tered owner of the vehicle is no longer the owner thereof.
the Commissioner may cause the new owner to be registered as the owner of the vehicle.
(6) No registered motor vehicle the ownership of which has been transferred, shall be used for more than seventy-two hours after such transfer, unless-
(a) the new owner is registered as the owner
thereof; and
(6) the registration book has been delivered to the Commissioner in accordance with sub- paragraph (5) of paragraph (2).

(a)
in a notice of transfer of ownership delivered to the Commissioner under this regulation, makes or verifies any statement which be knows to be false or misleading; or
(b) in any document, makes or verifies a state- ment which he knows to be false or mis- leading for the purpose of procuring any alteration in the register or in a registration book,
