and shall state that on a date specified therein, being a date not less than three months after the service of the notice or the publication thereof in the Gazette, the goods will be offered for sale by public auction unless they are previously removed by the owner or re-entered in the warehouse records.
(IB) Where the dutiable goods to which a notice under paragraph (1A) relates are not removed from the warehouse or re-entered in the warehouse records before the date specified for the sale thereof, the Director may sell the goods by public auction.".
21. Regulation 96 of the principal regulations is amended by inserting after "permit" the following-
"or with the written authority of the Director”.
22. Regulation 104 of the principal regulations is amended, in paragraph (1), by deleting "64,”.
23. Part XI of the principal regulations is revoked.
24. The Schedule to the principal regulations is amcoded- (a) by deleting Part II and substituting the following-
