25. The Appendix to the prqcipal-regulations is deleted.

Explanatory Note.

(This Note is not part of the regulations, but is intended to indicate their general purport).

These regulations make a number of amendments to the principal regulations of which the more important are as follows-

Regulation 12 is amended so as to exempt methyl alcohol from duty, if it is to be used for certain purposes, and will make the Financial Secretary instead of the Governor in Council the exempting authority (Regulation 5).

Regulation 22 is amended to enable the person in charge of an aircraft Lo make a declaration in support of an application to export goods us aircrafts stores (Regulation 7).

The new paragraphs added to regulation 27 provide for the forfeiture of securities where any condition of a bond is broken and empowers the Governor in Council to give effect to moral claims arising from such forfeitures (Regulation 81.

The new regulation 27A will enable licences to be issued for periods of less than one year to a licensee who has other licences under the principal regulations, in order that be may renew them all at the same time (Regulation 9).

Regulation 61 is amended to facilitate the identification by Preventive Service Officers of persons employed in distilleries (Regulation 13),

The effect of the amendments to regulation 66 is to prescribe standards of quality for certain Chinese liquors (Regulation 14),

To facilitate investigations into nuspected frauds, the amendments to regulations 70 and 75 will require stockbooks, blend books and counterfolla of vouchers to be preserved for a period of one year (Regulations 15 and 17),

The amendment to regulation 91 will enable goods which are left for three years or mare in a warehouse to be sold at the discretion of the Director of Commerce and Industry (Regulation 20).

The amendments to regulation 96 authorize the Director to release goods from warehouses (Regulation 21)

Regulations 23 and 25 of the amending regulations delete certain provisions, consequentially upon the Dutiable Commodities (Amendmeul) Ordinance 1970. Arising from the deletion of the Appendix to the prio- cipel regulations, regulation 24(0) of the amending regulations transfers to the Schedule to the principal regulations certain parts of the Appendix which prescribe fees for liquor licences.
