23A. (1) In order to comply with the Visual Flight Rules, an aircraft when in level flight above a height of 3,000 feet above the surface outside con- trolled airspace, and within controlled airspace unless otherwise notified by the competent authority or instructed by the appropriate air traffic control unit. and on a magnetic track between the limits shown at the head of one of the columns in the Table set forth in this Rule shall be flown only at levels shown in that column. The level of flight shall be measured by an altimeter set according to the system notified. in the case of flight over a country other than the Colony, otherwise published by the competent authority, in relation to the area over which the aircraft is flying-
