11. (1) No person shall park any vehicle or cause or permit any vehicle to be parked or remain in a car park during any period when the car park is closed under paragraph (1) of regula- tion 10.
(2) Any person who contravenes any of the provisions of paragraph (1) shall be guilty of an offence and shall be liable on conviction to a line of five hundred dollars.
PART IV.
PUBLIC CAR PARKS.
12. (1) At 8 o'clock, each morning an attendant on duty in a car park shall enter in a register the registration mark of every vehicle in the car park at such time and shall date and sign such register.
(2) The register shall be retained at the car park for not less than two months from the date thereof.
(3) In the calculation of any fecs payable under these regula- tions, such register completed and signed by an attendant shall be prima facie evidence that the vehicles whose registration marks are recorded in the register were in the car park at the date and time set forth on the register.
13. (1) The Director may cause parking meters to be erected in any public car park for the purpose of charging for the parking of vehicles in parking spaces in the public car park at any time on any day.
(2) Every parking meter shall bear a notice showing in English and Chinese characters-
(a) the period during which a charge is made for the use of
a parking space; and
(b) the fee, being a fee at the rate specified in the First Schedule, payable for the use of a parking space and the denomination of coin to be used for the payment of such fee.
14. (1) When the driver of a vehicle parks his vehicle in a parking space in a metered car park, he shall forthwith pay the fee shown on the notice on the parking meter by inserting or causing to be inserted a coin of a denomination shown on the parking meter (hereinafter referred to as an appropriate coin).
(2) Subject to the provisions of regulation 28, a vehicle may remain in a parking space in a metered car park while the parking meter continuously exhibits a sign showing that payment has been made for the parking space.

(2) Any person who contravenes any of the provisions of paragraph (1) shall be guilty of an offence and shall be liable on conviction to a fine of five hundred dollars:
Provided that it shall be a good defence to any charge under this regulation to prove that an appropriate coin was inserted in the parking meter and that if the parking meter had been working satisfactorily the sign referred to in paragraph (1) would have been exhibited but that owing to a defect in the parking meter no such sign was displayed.
16. Any person who unlawfully interferes with any parking meter, or operates or attempts to operate a parking meter by inserting any object other than an appropriate coin, shall be guilty of an offence and shall be liable on conviction to a fine of five bundred dollars.
17. (1) No person shall park a vehicle in a public car park which is not a metered car park until he has been issued by a car park attendant with a ticket bearing the date on which and the Lime at which the vehicle entered the public car park.
(2) Subject to the provision of regulation 28, the driver of a vehicle shall, upon removing the vehicle from a public car park which is not a metered car park--
(a) surrender the ticket to a car park attendant, who shall
mark the ticket with the time of surrender; and

(b) pay the fee, being a fee at the rate specified in the First Firm Schedule.

(3) Any person who contravenes any of the provisions of this regulation shall be guilty of an offence and shall be liable on con- viction to a fine of five hundred dollars.
18. (1) For the purposes of this regulation, a daily parking period (hereinafter referred to as the period) means a period extending from 8 o'clock in the morning of one day to 8 o'clock in the morning of the following day.
(2) If at any time during a daily parking period any person wishes to remove a vehicle from a public car park which is not a metered car park but is unable to produce the ticket issued in
