(ii) the Civilian Establishment and Pay Officer in the case of the wife of a member or employee of the Army, or
(iii) the Air Commodore in charge of Hong Kong in the case of the wife of a member or employee of the Royal Air Force,
to have left the Colony permanendy.
10. (1) During the period commencing on the 15th day of May and ending on the 15th day of September in the year 1966 and, there after, at least once every six years during the period commencing on the 15th day of February and ending on the 15th day of June in a year in which a provisional register is to be compiled in accordance with regulation 8, the registration officer shall send, to each and every person whose name appears on the last previous final register and to whom he has not sent a notice under regulation 9 in that year, a notice in accordance with Form 3 in the Schedule requiring such person to com- plete, sign and return, not later than the 30th day of September 1966 in the case of a notice sent in that year, or, in the case of a notice sent in any subsequent year, not later than the 30th day of June of that year, the part of the notice which is addressed to the registration officer :
Provided that in the notices to be sent under this paragraph in the year 1966 all reference to residential qualification shall be omitted,
(2) Every notice in accordance with paragraph (1) shall be sent together with the text of sections 16 and 17 of the Ordinance and a Chinese translation thereof, and shall be sent by registered post or other means by which delivery is effected only on the signature of the person to whom the same is delivered.
(3) In addition to paragraph (1), the registration officer shall, on a day during the period commencing on the 15th day of May and ending on the 15th day of September in the year 1966 and thereafter on a day during the period commencing on the 15th day of February and ending on the 15th day of June in every year in which notices are sent pursuant to paragraph (1), publish in the Gazette and in at least one English language newspaper and in at least one Chinese language newspaper each circulating in the Colony a notice-
(a) informing the public of the fact that notices of inquiry am being sent to persons whose names appear on the last previous final register, and of the purpose of the inquiry, and of the effect of non-compliance with the requirements of the notices; and
(b) informing every person whose name appears on the last previous final register but who does not receive a notice from the registration officer before the 21st day of September 1966. in the case of the notice published under this paragraph in that year, or, in the case of any such notice published in any subsequent year, before the 21st day of June of that year that,

if he considers that he is qualified to be, and not disqualified from being, registered as an elector and wishes to be so registered, he should apply to the registration officer for such a notice and should complete and return, not later than the date stipulated in the notice so obtained, that part of the notice which is addressed to the registration officer, failing which his name will not be included in the next provisional register.
(4) The registration officer shall omit from the provisional register prepared in the year in which notices are sent pursuant to paragraph (1), the names of the following persons (being in each case persons to whom such notices were sent under paragraph (1)), that is to say-
(a) persons from whom he has not received, on or before the 30th day of September 1966 in the case of notices sent in that year. or, in the case of notices sent in any subsequent year, on or before the 30th day of June of that year, the part of the notice addressed to the registration officer, duly completed and signed: Provided that the registration officer shall not, under this sub-paragraph, omit the name of any person who, pursuant to regulation 17 of the Registration of Persons Regulations 1960. (G.NA. has notified his intention to leave the Colony if
(i) the notice sent under paragraph (1) to such person has been returned undelivered; and
(i) such person in the notification aforesaid has notified a probable date of return to the Colony being a date not later than the last day of the month in which the next ordinary election will be held; and
(6) persons who, in the part of the notice addressed to the regis- tration officer, have indicated that they do not wish to be registered on such register; and
(c) persons who, from the information supplied on the part of the notice addressed to the registration officer, appear to the registration officer to be disqualified from being, or not to be qualified to be, registered on that register.
(5) For the purpose of ascertaining the period of six years referred to in paragraph (1), the first period of six years shall commence on the 15th day of February 1967 and, thereafter, any subsequent period of six years shall commence on the 15th day of February of the year immediately following the year in which notices were last posted pursuant to paragraph (1).
(6) Any person who knowingly and wilfully makes or signs the declaration on the part of any notice addressed to the registration officer under this regulation which is untrue in any material particular shall be guilty of an offence and shall be liable on summary conviction to a fine of one thousand dollars and to imprisonment for six months,
