shall be a date during the period commencing on the 16th day of Decem ber 1966 and ending on the 15th day of January 1967.
(4) If the applicant does not appear either in person or by any other person on his behalf before the revising officer on the date and at the time and place stipulated in the notice sent to him under para graph (3) and no written representations have been received from him by the revising officer before such date, the revising officer may assume that his determination on the ruling of the registration officer is not required, and accordingly such ruling shall stand.
8. On or before the 16th day of November 1966 and on or before of provision the 16th day of August in the year 1968 and in each alternate year thereafter the registration officer shall compile a provisional register in the form specified in regulation 4 containing-

(a) subject to regulations 9 and 10, the names of those persons whose names appeared on the last previous final register; and (6) the names of those persons who, during the period prescribed in paragraph (1) of regulation & for the making of applica tions for inclusion in such provisional register, had duly applied for inclusion therein and whom the registration officer has ruled to be entitled to be registered thereon.
9. (1) If it appears to the registration officer that any person whose name appears on the last previous final register may be dead or may not satisfy the residential requirement of section 15A of the Ordin- ance or may be disqualified under section 16 or 17 of the Ordinance from being registered as an elector, the registration officer may send to such person a notice in accordance with Form 2 in the Schedule calling on such person to complete, sign and return within fourteen days of the date of such notice the part of such notice which is addressed to the registration officer,
(2) A notice in accordance with this regulation shall be sent by the registration officer at any time during the period commencing o the 15th day of February and ending on the 31st day of July in any year in which a provisional register is to be compiled in accordance with regulation 8:
Provided that in the year 1966 notices under this regulation shall be sent during the period commencing on the 15th day of May and ending on the 31st day of October, and not during the period commencing on the 15th day of February and ending on the 31st day of July.
(3) The registration officer shall omit from the provisional register aforesaid the name of any person to whom a notice has been sent in accordance with this regulation—
(a) if, within fourteen days of the date of such notice the regis
tration officer has not received from such person the part of
the notice addressed to the registration officer, duly completed and signed; or
(b) if, in the part of the notice addressed to the registration officer, such person has indicated that he does not wish to be registered on such register; or
(e) if, from the information supplied on the part of the notice addressed to the registration officer, it appears to the registra- tion officer that such person is disqualified from being, or is not qualified to be, registered on such register; or
(d) if, notwithstanding the information supplied on the part of the notice addressed to the registration officer, the registration officer considers that such person is disqualified from being, or is not qualified to be, registered on such register.
(4) Where, pursuant to sub-paragraph (4) of paragraph (3), the registration officer omits from a provisional register the name of any person, he shall proceed as provided in paragraph (3) of regulation 7 as if such part of the notice addressed to the registration officer as afore- said were an application received in accordance with regulation 6, and paragraph (4) of regulation 7 and regulations 20 and 23 shall apply mutatis mutartis.
(5) Any person who knowingly and wilfully completes or signs the part of any such notice addressed to the registration officer as foresaid which is untrue in any material particular shall be guilty of an offence and shall be liable on summary conviction to a fine of one thousand dollars and to imprisonment for six months.
(6) Nothwithstanding the foregoing paragraphs of this regulation, the registration officer may, without any inquiry under this regulation, omit from any provisional register the name of-
(a) any person who has himself notified the registration officer or the Commissioner of Registration that he has left or is about to leave the Colony permanently and whose identity card has been returned to the Commissioner of Registration; and
(6) any person who is reported by or on behalf of the Registrar of Births and Deaths to the registration officer or Commis- sioner of Registration to have died and whose identity card has been returned to the Commissioner of Registration; and (c) the wife of any member or civilian employee of the regular armed forces of the Crown (other than the wife of a locally enlisted person in or a locally engaged employee of such armed forces) in the case where such wife has been reported to the registration officer or the Commissioner of Registration by or on behalf of
() the Commodore in charge of Hong Kong in the case of the wife of a member or employee of the Royal Navy, or
