Explanatory Note.

(This Note is not part of the regulations, but is intended to indicate their general purport).

By the Road Traffic (Amendment) Ordinance, 1964, two categories of motor vehicles, namely, bíre omnibuses and hire cars, were combined with the cxisting categories of public omnibuses and public cars under the general heading of public amnibuses and public cars, respectively. This results in the need for consequential alterations in the provisions of the Road Traffic (Taxis and Hire Cars) Regulations, 1960. The present regulations, accordingly, revoke and replace the Road Traffic (Taxis and Hire Cars) Regulations, 1960, by substantially similar provisions in which the consequential changes are made and a new regulation, regulation 3. is added to provide that the provisions should continue to apply, as regards public cars, only to those public cars, which hitherto were known as hire cars, when hired as a whole, but, as regards omnibuses, to extend the regulations to public omnibuses when hired as a whole for the carriage of passengers. This extension to public omnibuses hired as a whole is new. Revoked regulations did not apply to such omnibuses.

2. The opportunity is taken to make one other alteration of substance. Regulation 12(3) enables the Commissioner to authorize the parking of private rebicles in taxi ranks during those periods when the taxis themselves do not use the ranks.

3. Minor typographical errors and omissions in the revoked regulations have been corrected. and regulation 34 (which corresponds to regulation 33) bas been rewarded to make it clear, as the Road Traffic Ordinanes, 1957, does. that a hire agreement itself does not have to be in writing.
