24. Rules 261, 262, 263 and 264 of the principal rules are revoked and replaced by the following new rule-
and replace- ment of rules 261, 262, 363 "Accounts. and 264.
261. (1) The Commissioner shall cause proper accounts to be kept of all transactions of the Fund and shall caus: to be prepared for every period of twelve months ending on the 31st day of March in each year, a statement of accounts of the Fund, which statement shall include a income and expenditure account and balance sheet and shall be signed by the Commissioner.
(2) The accounts of the Fund and the signed state ment of the accounts shall be audited by the Director of Audit, who shall certify the statement subject to such report, if any, as he may think fit.
(3) A copy of the signed and audited statement of accounts together with the Director of Audit's report, i any, and a report by the Commissioner on the administra tion of the Fund during the period covered by such accounts, shall be laid upon the Table of the Legislativ Council not later than the 30th day of September following the end of such period, or so soon thereafter as the Governor, in his absolute discretion, may allow.".

may be imposed by the Commissioner or the Deputy Commissioner from $50 to 3100 and to reduce the period within which a prison officer, in respect of whom be Commissioner has made to the Governor a disciplinary recommendation mder rule 250, may make to the Governor a written submission in defence or zitigation from fourteen days to seven days.
5. Rule 22 applies to prison officers the recent amendments to the Gover- ment General Orders relating to dismissal of public officers who fail satisfactorily to explain how they are able to maintain a standard of living above that which commensurate with their official emoluments or how they have come by pecuniary resources in excess of those emoluments.
6 Rules 23 and 24 amend the provisions relating to the conduct of the Prisons Department Welfare Fund in order, firstly, to enable surplus funds to be invested or placed on deposit account in the Colony as an alternative to invest- ment in the United Kingdom through the Crown Agents, and, secondly, to bring the provisions relating to the preparation, auditing and submission of the anney) calement of the accounts of the Fund more closely into line with the correspond- ing provisions relating to other similar funds.

Explanatory Note,
(This Note is not part of the rules, but is intended ra indicate their general purport).
Rule 2 creates a new disciplinary offence on the part of prisons. namely, the loss or wilful damage to or destruction of Government property.
2. Rule 3 creates a new penalty to which prisoners may be subjected in respect of the commission of disciplinary offences, namely deduction from sim ings of the post of any Goveroment property lost or wilfully damaged of destroyed. This rule also makes provision for appeals to the Commissioner by prisoners against punishment awarded them for breaches of prison disciplīte.
3. Rules 4 to 12 inclusive are consequential upon the acceptance b Government of certain recommendations of the Salaries Commission of 1959 regarding the staff organization of the Prisons Department; and opportunity been taken in the amendment to rule 238 of the principal rules to insert i paragraph (3) thereof provision to legalize the use of arms pot only in the s of prisoners engaged in a combined outbreak but also in the case of prisoner engaged in riotous conduct generally,
