Conduct and duties of attendanta.
Conduct at car parka.
(5) A monthly pass shall be valid for a period not exceeding one calendar month, expiring on the last day of a month.
(6) The driver of a motor vehicle shall cause to be displayed on the motor vehicle the monthly pass in respect thereof in the same manner as a vehicle licence is required to be displayed by regulation 21 of the Vehicle and Road Traffic (Registration and Licensing of Vehicles) Regulations, 1956, at all times when the motor vehicle is in a car park by virtue of such monthly pass.
24. (1) No attendant shall permit a motor vehicle to enter a car park until a ticket has been issued in respect of the motor vehicle in accordance with the provisions of paragraph (1) of regulation 25 or unless a valid monthly pass is exhibited in accordance with the provisions of paragraph (6) of regulation 23.
(2) No attendant shall permit a motor vehicle other than a motor vehicle which is being removed in accordance with the provisions of paragraph (5) of regulation 25 to leave a car park until the lower half of a ticket or of a replacement ticket in respect of the motor vehicle has been surrendered in accordance with the provisions of paragrapli (3) of regulation 25 unless a valid monthly pass is exhibited on the motor vehicle in accordance with the pro- visions of paragraph (6) of regulation 23.
(3) At 8 o'clock each morning an attendant on duty in a car park shall enter in a register, the registration mark of every motor vehicle in the car park at such time and, in the case of a motor vehicle exhibiting a valid monthly pass, that fact, and shall date and sign such register and such register shall be retained at the car park for not less than two months from the date thereof and, in the calculation of any fees payable under these regulations, such register completed and signed by an attendant shall be prima facie evidence that the motor vehicles whose registration marks are recorded in the register were in the car park at the date and time set forth on the register.
25. (0) When the driver of a motor vehicle wishes to park his motor vehicle in a car park he shall drive the motor vehicle to the entrance of the car park and if his motor vehicle can be accom- modated in such car park the attendant may issue to him a ticket on which shall be marked the number of his motor vehicle and the time at which the motor vehicle entered the car park:
Provided that no ticket shall be necessary for a motor vehicle on which is exhibited a valid monthly pass in accordance with the provisions of paragraph (6) of regulation 23.
(a) The driver, to whom a ticket has been issued in accordance with the provisions of paragraph (1) shall retain the ticket referred to in paragraph (1) and on the return to the car park of the driver, or any person who produces such ticket, to remove the motor vehicle, such person shall present the ticket at such place as shall be provided in the car park, at which place the ticket shall be marked with the time of presentation and the fee incurred between that time and the time of entry marked on the ticket and, on demand, such person shall pay such fee.
(3) After the person has paid the fee in accordance with the provisions of paragraph (2) he shall remove his motor vehicle from the car park as soon as is practicable thereafter and in any case within fifteen minutes of the latest time marked on the ticket and, on leaving the car park, shall surrender the lower half of his ticket or of his replacement ticket issued in accordance with the provisions of paragraph (2) or (3) of regulation 26 to the attendant at the exit from the car park :
Provided that if the motor vehicle is not removed from the car park within fifteen minutes of the latest time marked on the ticket, it shall not be permitted to be removed until a further payment at the rate of one dollar for each hour or part of an hour shall have been paid for all time in excess of such period of fifteen minutes during which the motor vehicle has been permitted to remain in the car park.
(4) Iť a motor vehicle is left in a car park while a valid monthly pass is duly exhibited on the motor vehicle but is not removed from the car park until after the date of expiry of the monthly pass no attendant, except in accordance with the pro- visions of paragraph (5), shall permit the motor vehicle to be removed from the car park until a replacement ticket or valid monthly pass has been obtained in respect thereof, in accordance with the provisions of paragraph (3) of regulation 26.
(5) If for any reason a motor vehicle remains in a car park for more than fourteen consecutive days the Commissioner may cause the motor vehicle to be removed from the car park and any motor vehicle so removed shall be deemed to have been removed in accordance with the provisions of paragraph (3) of regulation 7 and paragraphs (5) and (6) of that regulation shali apply to any motor vehicle so removed.
