15. No person shall carry out on a vehicle in a parking place or car park any maintenance or repair or be in a parking place or car park for the purpose of carrying out any such maintenance or repair:
Provided that it shall be a good defence to any proceedings under this regulation to prove that such maintenance or repairs were necessary to enable the vehicle to be removed from the parking place or car park.
18. () No person other than the owner thereof or a full time employee of the owner shall clean a vehicle in a parking place or car park or be in a parking place or car park for the purpose of cleaning the vehicle unless he is in possession of a cleaner's permit issued by the Commissioner.
(2) A person wishing to obtain the issue or renewal of a cleaner's permit shall deliver to the Commissioner an application therefor in such form as shall be prescribed by the Commissioner, duly completed and signed by the applicant, together with, in the case of an application for the issue of a cleaner's permit and, if required by the Commissioner, in the case of an application for renewal of a cleaner's permit, two copies of his photograph of a reasonable likeness to the satisfaction of the Commissioner and of a size not greater than 2" x 2" and not less than 14" x 14".
(3) On receipt of such application and of a fee of five dollars the Commissioner may issue or renew a cleaner's permit per- mitting the applicant to clean vehicles in a parking place or car park valid for a period of one year from the date of issue thereof or, in his absolute discretion, may refuse to grant such permit.
(4) The Commissioner may require an applicant for a cleaner's permit to permit an impression of his fingers to be taken in such manner as the Commissioner shall direct.
17. (1) A cleaner's permit shall be in such form as shall be prescribed by the Commissioner and shall be issued subject to the following conditions-
(a) the holder shall duly comply with all directions and
orders given to him by any police officer;
(b) the holder is permitted to be within a parking place or car park only for the purpose of cleaning such vehicles as he shall have been authorized to clean by the owners thereof;
(c) the holder shall not loiter in a parking place or car park; (d) the holder shall not without the permission of the driver or of the owner of a vehicle ride in or upon the vehicle or interfere with a vehicle;
(e) the holder shall not obstruct or attempt to obstruct the
driver of a vehicle;
( the holder shall carry his cleaner's permit at all times and shall when called upon so to do produce it for inspection to any police officer.
(2) Any holder of a cleaner's permit who contravenes any of the above conditions or any other conditions upon which it was issued to him shall be guilty of an offence.
(3) The Commissioner, in his absolute discretion, may revoke the cleaner's permit issued to any person.
18. If for any reason a vehicle has remained in a parking Removal place for more than two days, the Commissioner may cause the of vehicles
from vehicle to be removed from the parking place and any vehicle parking so removed shall be deemed to have been removed in accordance places after
two days. with the provisions of paragraph (3) of regulation 7 and para- graphs (5) and (6) of that regulation shall apply to any vehicle So removed.
PART IV.
Car Parks.

18. (1) The Commissioner may by notification published in Designation the Gasetta designate any place, not on a carriageway, as a car parka. park and in such notification may limit the use of such car park to any particular class or type of motor vehicle, and by notifica- tion published in the Gazette may revoke or amend any such designation.
(2) The provisions of paragraphs (2) and (6) of regulation 4 shall apply to any place designated as a car park in the same manner as those paragraphs apply to places designated as park- ing places.
(3) Any place designated in accordance with the provisions of this regulation shall be deemed to be a road for the purpose of the application thereto of the Road Traffic Ordinance, 1957, (39 of and of any regulation made thereunder.
