wires, cables, posts or supports if the motor vehicle cannot be conveniently put to such use outside the period of restriction;

(b) to fire brigade vehicles, ambulances, police vehicles, vehicles used for the conveyance of public mail, or vehicles used by the armed forces of the Crown when any such vehicles are being used as a matter of urgent necessity in any road so restricted;

(c) to any public omnibus while waiting at an authorized

stopping place or at a turning or terminal point;

(d) to any vehicle parked in a parking place;

(e) to any taxi waiting in a part of a road set aside for

taxis; or

to anything done with the permission of a police officer in uniform.

PART III.

Control of parking places.

11. (1) On any Crown land set aside by the Governor for of parking parking or at any parking place, the Commissioner may cause to be erected parking meters for the purpose of charging for the parking of motor vehicles between the hours of 8 a.m. and 6 p.m. on any Monday, Tuesday, Wednesday, Thursday and Friday and between the hours of 8 a.m. and 2 p.m. on any Saturday, not being in either case a public holiday.

(3) In any proceedings under this Part of these regulations, every parking meter so erected shall be deemed at the relevant time, to have been of such design and construction as shall have been approved by the Commissioner and to have been maintained to his satisfaction until the contrary is proved.

12. (1) When the driver of a motor vehicle wishes to park his motor vehicle in a space in a parking place in respect of which there is erected a parking meter, he shall drive his vehicle into such space and, as soon as is practicable thereafter he shall insert or cause to be inserted in such parking meter a coin of the denomination stipulated in the Second Schedule and on the parking meter (hereinafter referred to as an appropriate coin) and shall comply with such directions as are exhibited on such parking meter.

(a) The insertion of the appropriate coin in a parking meter shall be payment for the use of such space for the motor vehicle then in it for the period, from the time of such insertion, set forth in the Second Schedule:

Provided that nothing in these regulations shall entitle a person to park or to permit to remain any vehicle in a space in a parking place at which there is a parking meter whilst the designation of such parking place is temporarily suspended by the Commissioner in accordance with the provisions of regula- tion 4.

(3) All monies collected from parking meters shall be paid into the general revenue of the Colony.

13. (1) No person shall park or cause or permit to be parked Parking without or to remain any vehicle during the hours prescribed in paragraph payment. (1) of regulation 11 in a space in a parking place in respect of which there is a parking meter unless the parking meter in respect of such space is exhibiting a sign indicating that payment has been made for the use of such space in the parking place :

Provided that this paragraph shall not apply to a vehicle while it is being driven into the parking place and for such period thereafter as shall be necessary to enable the driver of the vehicle to comply with the provisions of paragraph (1) of regulation 12.

(2) On any contravention of the provisions of this regulation the owner of the vehicle and the person who left the vehicle in the parking place shall be guilty of an offence:

Provided that it shall be a good defence to any charge under this regulation to prove that an appropriate coin was inserted in the parking meter and, if the parking meter had been working satisfactorily the indication referred to in paragraph (1) would have been displayed but that owing to a defect in the parking meter, no such indication was displayed.
