(2) The instruments specified in those heads of the Schedule to the Ordinance set out in the classes of instrument in the Schedule to these regulations may be stamped by means of a franking machine used under and in accordance with a licence issued under the Stamp Duties Management (Franking Machines) Regulations, 1957.
3A. Adhesive revenue stamps may, where the Collector thinks fit, be sold to the public."'.
3. The principal regulations are amended by the addition at the end thereof of the following Schedule-
MOTOR VEHICLES INSURANCE (THIRD PARTY RISKS) (AMENDMENT) REGULATIONS, 1957.
It is hereby notified that, in exercise of the powers conferred by regulation of the Motor Vehicles Insurance (Third Party Risks) (Amendment) Regulations, 1957, made under section 20 of the Motor Vehicles Insurance (Third Party Risks) Ordinance, 1951, the Governor has ordered that the Motor Vehicle Insurance (Third Party Risks) (Amendment) Regulations, 1957, shall come into operation on the 1st day of September, 1957.

Explanatory Note.
(This Note is not part of the regulations, but is intended do indicate their pexeral purport).
The purpose of these regulations ia to make provision for the stamping by means of a franking machine of certain of the instruments chargeable with stamp duty. The instruments which may be so stamped are specified, in classes, in a new Schedule to the Stamping and Denoting of Documenta Regulations. Paragraph (2) of the new regulation & pro- vides that those classes of instrument may be stamped by a franking machine, if the use of the machine is licensed under the Stamp Duties Management (Franking Machines) Regulations, 1957.
2. In making these provisione it has been found convenient to replace the existing regalatión 9 by two regulations. Apart, however, from making the above provisions, the only amendment to the existing_regula- tion 3, other than of wording, is one giving the Collector of Stamp Revenue a discretion in relation to the sale of all adhesive revenue stamps.
