3. The principal regulations are amended by the addition, after regulation 2, of the following new regulation-

3. For the purposes of paragraph (34) of section 3 of the Ordinance→→
(a) the Director of Public Works shall be the lawful authority to grant permits in Hong Kong, Kowloon and New Kowloon and in respect of permits for the purposes stated in the first column of the Fourth Schedule in localities mentioned in the second column thereof the fees stated in the third column shall be payable to such lawful authority: (b) the District Commissioner, New Territories, shall be the lawful authority to grant permits in the New Territories, excluding New Kow loon, and in respect of permits for the purposes stated in the first column of the Fifth Schedule the fees stated in the second column thereof shall be payable to such law- ful authority.".
The First and Second Schedules to the principal regula- tions are rescinded and replaced by the following Schedules-
