act on his behalf for the purposes of this subsection, may at any time after the conclusion of the interview referred to in subsection (3) and after the examination of the witnesses called by the person in question, or at any previous time › with the consent of the Secretary for Chinese Affairs, admit to bail any person in custody under this section upon his entering into a recognizance, with or without sureties, to appear and surrender himself at such time and place as may be named in the recognizance. Every recognizance taken before the Commissioner of Police or before an officer authorized by him to act on his behalf shall be liable to the) same proceedings for the estreating thereof as if the same had been taken before a magistrate. The recognizance of bail may be in Forms in the First Schedule.
