15. The principal by-laws are amended by the insertion after by-law 5 under the sub-heading "Class 4A-Fixed Pitch News- paper Hawkers" of the following-
"Class 4B-Pedlar Newspaper Hawkers.
The following by-laws shall apply only to licensed Pedlar Newspaper Hawkers-

Appendix IV.
1. The form of licence for a Pedlar Newspaper hawker is Form 48 in Appendix 1.
2. (1) The annual licence fee shall be $5.
(2) Licences shall be endorsed either "VALID FOR THE ISLAND OF HONG KONG" "VALID FOR KOWLOON AND NEW KOW- LOON" and shall also be endorsed with the date of expiry thereof.

(3) No licensee shall trade from a fixed pitch or in a manner likely to cause obstruction.
(4) For the avoidance of doubt it is declareck—– (a) that in any prosecution for a contravention of paragraph (1) or paragraph (a) of this by-law în trading in an ares or street specified in Part 1 or Part II of Appendix IV it shall be unnecessary to prove that paragraph (3) of by-law z of these by-laws has been complied with
(b) that it shall be no defence to such charge to prove that the provisions of that paragraph have not been complied with.
5.
Every licensee shall trade only between the hours of 6 a.m. and 10 p.m.'

16. Appendix I to the principal by-laws is amended by the Amendment deletion of Form 3 and the substitution therefor of the following-

(3) The Secretary shall at the same time as he issues the licence issue to the licensee a list of areas and streets on the Island of Hong Kong or in Kowloon and New Kowloon, as the case may be, in which trading is prohibited by by-law.
3. The licensee shall at all times when conduct- ing his trade display his licence prominently on his person and in such manner that the photograph and date of expiry thereon are clearly visible.
4. (0) Every licensee whose licence is endorsed "VALID FOR THE ISLAND OF HONG KONG" may trade in any part of the island of Hong Kong other than in those areas and streets specified in Part 1 of Appendix IV.
(2) Every licensee whose licence is endorsed "VALID FOR KOWLOON AND NEW ROW. LOON" may trade in any part of Kowloon and New
