decision. The right of appeal hereby afforded shall not be exercisable by any person after the expiration of seven days from the notification to him in writing of the Registrar's decision.
17. These regulations shall not apply to any news agent which has ceased to be exempted from the provisions of the Newspapers Registration and Distribution Regulations, 1951; Provided that in such event no part of the registration fee pali shall be refunded.
18. Any person who contravenes regulation 2, 4 or 8 hered shall be guilty of an offence and shall be liable on summary conviction to a fine of one thousand dollars and to imprisonmen for a term of two months.
