to the Registrar and shall certify the correctness of such substituted particulars and of their own descriptions: Provided that if one of such persons complies with the requirements of this regulation the obligations imposed by this regulation on any other person shall be deemed to have been discharged as regards the substituted particulars so furnished.

1. A change shall be deemed to have occurred in the identity of the editor if the editor is absent from the Colony or if he ceases substantially to exercise the functions of an editor.

8. If the particulars are furnished by a company the certificate shall be given by a director, manager, secretary or other officer of the company, and if the particulars are furnished by a firm the certificate shall be given by a partner of the firm.

B. No person shall print or publish or act as editor of, or continue to print or publish or act as editor of, any news agency unless all the requirements of these regulations with respect to such news agency have been complied with.

10. The particulars furnished in accordance with the provi sions of these regulations shall be kept by the Registrar as a news agency register or registers.

11. Any person may search and inspect any news agency register on payment of one dollar for every such search and and extract inspection, and any person may require an extract from any news agency register to be certified by the Registrar on payment of two dollars for every such extract.

13. No news agency shall be registered until it has made a deposit with the Registrar of $1,000 and paid a registration fee of $100 but any news agency making such deposit and payment shall so long as these regulations are applicable thereto be

exempt from the provisions of section 7 of the Ordinance : Provided that the provisions of subsections (2), (3), (4), (5) and (6) of section 7 of the Ordinance shall apply to the said deposit of $1,000 in like manner as if they had been herein incorporated. (2) The Registrar may refuse to register any change in the specified particulars if by such change it is proposed to substitute a proprietor, printer, publisher or editor who has been at any relevant time connected in any of such capacities with a news- paper whose suppression has been ordered by the court or a magistrate, under an order of suppression which is still in force.

(3) Any refusal of the Registrar to register a change in the specified particulars shall unless reversed by the Governor in Council be deemed to be final against all persons after the expiration of thirty days from the date of such refusal or such extended time as the Governor in Council may allow and, unless the Registrar is satisfied before the expiration of such period that the news agency is in fact owned, printed, published and edited by the persons appearing either in the specified particulars as the proprietor, printer, publisher and editor respectively, he may cancel the registration of the said news agency.

16. Any person aggrieved by any decision of the Registrar Appeal. under regulations 14 and 15 hereof may appeal from such decision to the Governor in Council who may rescind, amend or vary such
