HARBOUR SURVEYING.

38. About 2,623 acres were surveyed, reduced and plotted by the end of the year. This area together with previous surveys brings the area of the harbour surveyed on fixed lines to a total of approximately 12,485 acres, leaving a balance of approximately 165 acres to be surveyed. Reference was made to this work in paragraph 36 of last year's Report.

TOWN PLANNING.

39. The development of Kowloon Tsai referred to in last year's report has proceeded and a considerable portion of the area has now been formed to required levels.

40. During the year development schemes were prepared for the following areas:-

(1). Stanley Village. A revised scheme was prepared to allow of the retention of the major portion of the old village and to provide for the development of its outlying areas.

(2). Kennedy Town. A scheme was prepared for the development of the area between the foreshore and Victoria Road.

(3). King's Park. A scheme was prepared for the development of a portion of the high ground within the Park as residential sites.

(4). Central Portion of Kowloon. A scheme was prepared for the development, mainly as a residential district, of the large area of undeveloped land bounded on the North and West by Argyle Street, Ho Mun Tin and King's Park and on the South and East by Chatham and Ma Tau Wai Roads. This area is at the present time mainly allotted to cemeteries and the fulfilment of the scheme will necessitate their removal to more outlying districts not required for building development. The plan provided for arterial traffic both from north to south and east to west and contained large areas reserved for playing fields and open space with subsidiary roads enclosing large blocks of building land on the lower slopes and development adapted to the contours of the land on the higher portions.

(5). Chatham Road, Public Promenade and Boulevard. To safeguard amenities a scheme was prepared for developing as a boulevard the area of land between Chatham Road and the Kowloon-Canton Railway.
