Chairman (in Cantonese): In accordance with Section 23(2A) of the Standing Orders, if the number of votes in favour and those against are the same, the Chairman of the Council or Chairmen of other Select Committees may give the casting vote or decide to call for a second round of voting. If the number of votes in favour and those against in the second round are the same, the Chairman of the Council or other Chairmen of Select Committees may give the casting vote.

We now proceed to the second round of voting.

MR. ALBERT Lai Wing-lin (in Cantonese):—Mr. Chairman, if the amendment is not carried, do we need to vote on the original motion?

Chairman (in Cantonese):—If the amendment is defeated, we shall have to vote on the original motion. If it is carried, there will be no need to do so.

As Chairman, I hope I will not have to exercise my casting vote. I call on Members who have abstained from voting to re-consider and vote in the second round. Please be very careful with your votes. Each and every vote is important.
