be set up under the REC S/C to study the relevant matters as soon as possible and to make recommendations to the Government. We all understand that we can only have time for four more committee meetings. Similarly, even if we want to speak, there is barely time for us to do so. Therefore, if we really want to implement the motion, we must set up an ad-hoc group, keep a firm grip on the time, and override the Standing Orders to put forward our proposals within the limited time as far as possible. THE HON. LI WAH-MING (in Cantonese): Mr. Chairman, I did not intend to speak and therefore have not drafted any speech. After listening to the speeches of fellow Members, I find them rather interesting and would like to say a few words as well. I do not speak on behalf of the Democratic Party (DP); I only express my personal opinions. Ms. Au Yuk-han, who has spoken on behalf of the DP, has already stated the party's stance. What I am going to express is only my personal views. I hope that Mr. Wong will not be so pessimistic as to say that we are left with only 4 months. All you have to do is to convince the leader of the Democratic Alliance for Betterment of Hong Kong to support the DP in the LegCo. We should insist on retaining the MCs instead of dissolving them. We should never act like a loser before we have come to the very last moment.
Mr. To Boon-man talked about the LegCo. In fact, the LegCo did not support the Hon. Fok Tsun-ting's bid for hosting the 2006 Asian Games as contained in his motion. It only supported the Government's provision of venues which can be used for staging international events similar to the 2006 Asian Games. In other words, it was an indirect rather than a direct support of the bid for hosting the 2006 Asian Games. It would indeed be marvellous if some PUC venues can be identified for upgrading to international standards. There are so many venues under the Council's jurisdiction and some of them, as Mr. Wong Man-chiu has just mentioned, do have the potential to be upgraded. Nevertheless, I think that the Special Administrative Region (SAR) Government should allocate resources for this purpose. No matter whether there will still be any MCs, the SAR Government should upgrade the facilities in some venues, such as those at excellent locations but with only limited seating capacity and outdated facilities.
We have just mentioned that there are 16 PUC swimming pools, but few of them can be used for holding competitions. Mr. Lee Shui-sing, you know very well that the Kowloon Park Swimming Pool is, comparatively speaking, measured up to standards. Mr. To said that the 25-metre short pools were often of makeshift structures. However, in fact the Kowloon Park Swimming Pool can also serve as a 25-metre pool, i.e., using only the middle section of the pool. There is no need to build any swimming pool in the Hong Kong
