MR. WONG KWOK-HING (in Cantonese):—Thank you, Mr. Chairman. I warmly support this motion. I think that the motion is not too high-sounding, nor is it too low-profile. It is just appropriate. It is not high-sounding because it ties in with the SF&OC's bid for hosting the 2006 Asian Games. It also urges the Government to formulate a comprehensive policy on sports. This motion is appropriate because it suggests that the Council should study how to upgrade the sports venues and facilities.

This motion has been proposed by our Urban Councillor and this reflects a commitment on the part of the UC and its Members to serve the public. Although in desperate straits, we will not adopt a defeated attitude but remain firmly committed to our duty as Urban Councillors. If we want to implement this motion, there are at least 4 difficulties to overcome. If we are practical and realistic, my sentiments about these difficulties will be echoed by all of us.

The first problem is that we only have four more months to go, apart from the summer recess. With only 4 months, how can we have sufficient time to study whether the Council's venues can tie in with the bid? We must admit that this is a problem, otherwise we are not realistic.

The second problem is about finance. We all know that the Council is short of funds and thus a lot of the much-needed facilities cannot be provided. This is also a fact.

The third problem is about venues. Although we have a lot of venues, they have so far been used for popular sports activities only, and not for holding international events. Is the Government willing to invest and allocate funds for this purpose? The motion requests the Government to formulate a comprehensive policy on sports and this is a correct move.

Fourthly, there is the problem of constitutional structure. Now that the Government intends to dissolve the two MCs by 30 December this year, will the proposals and views put forward by us be seriously considered?

This motion covers various issues. I think that we should endorse and support it. It shows the sense of responsibility and foresight of the Councillors.
