The minutes of the meeting held on 10 November 1998 were confirmed.
II. PAPERS LAID
The following paper was laid: Report to the Provisional Urban Council by the Secretary, Provisional Urban Council, for the month of November 1998.
III. QUESTIONS
Mr. Chan Choi-Hi asked (in Cantonese): ‘Regarding the performance of the Department's staff, I have the following questions:
(i) How does the Department monitor the work of its field staff? (ii) What is the Department's performance appraisal system? How many staff members have been disciplined (including suspension of duty) for the past three years? What is the distribution of grades among them?
(iii) How does the Department strengthen monitoring the overall performance and efficiency of its staff members?’
MR. SUEN KAI-CHEONG, Chairman of the Administration Select Committee, replied (in Cantonese): Mr. Chan's question is in three parts. In the first part of the question, Mr. CHAN asks how the Department monitors the work of its field staff. There are three ways by which the Department monitors its field staff:
(1) Attendance record
Field staff of the Department have to personally sign and enter the time they arrive at and leave their working places on the attendance register for checking by their supervising officers who will verify regularly the information recorded in the attendance register.
